…Having founded Global Information Highway Ltd in 1995, he has been involved in many Internet projects, several of which enabled Internet connectivity in developing countries.

He was selected as Chairman of ICANN’s At-Large Advisory Committee (ALAC) in December 2010, renewed yearly for four continuous years, thus making him the longest serving ALAC Chair. Through serving the At-Large Community, he has gained a unique practical experience in an operational multi-stakeholder policy-making environment, finding and building consensus at grassroots level. He then moved to Vice-Chair in 2015 and is now Chair of the European At-Large Organisation (EURALO).

In December 2012 he was in the United Kingdom delegation at the World Conference on International Telecommunications (WCIT-12) in Dubai.

In March 2013 he was selected to sit on the second ICANN Accountability and Transparency Review Team (ATRT2).

He attended NetMundial in April 2014, wearing both the hats of his ICANN Community but also as Facilitator of ICANN’s Cross Community Working Group on Internet Governance. He has also represented his community in Internet Governance Forums (IGFs) since 2010. In 2015 he also started involvement with working groups of the World Economic Forum (WEF).

Whilst Chairman of the English Chapter of the Internet Society (ISOC) since March 2012, he is also a Member of the Institution of Engineering and Technology (IET), a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE) and a Network Startup Resource Center (NSRC) affiliate since the early nineties. Achievements highlights:
In 1996, led the massification of Internet in Puerto Rico by establishing and managing the biggest ISP (which today still is) named prtc.net.
In 2000, instrumental in bringing high-speed Internet to Puerto Rico by establishing DSL service which today provides access to more than 85% of the population on the island.

As president of ISOC Puerto Rico:

Motivated and supported the establishment of the “TecnoJovenes” program to promote entrepreneurship in technology in the young population.
Supported TecnoAbuelos, a program geared to bridge the digital divide for people over 55 years old through education.
With ISOC’s support, established a program to hold periodic events for digital inclusion, including an iNet day and established the Internet Clubs of Puerto Rico to promote digital inclusion of economically marginated communities. Supported the ISOC Information and Communications Technology (ICT) development grant for $10K awarded to “Centro para Puerto Rico” which helped revive several ICT centers in low income communities around the island.
ISOC-PR is recognized as a leader in Internet-related matters and its advice sought by the private sector, the government and NGOs.
Recently established an alliance with “Centro de Innovación Social” to produce Internet technologies webminars to help reduce the digital divide in Puerto Rico (and for that matter, the rest of the world) and established the 29th of October as the official Internet Day in Puerto Rico which was supported by an official proclamation made by the Government of Puerto Rico.

As president of the Puerto Rico Broadband Taskforce:

established a multi-year plan to promote broadband access at one gigabit per second by year 2020. On-going initiatives include:
development of a Technology Based Economic Indicator;
establishment of a program to reutilize unused government infrastructure by telecommunications providers to reduce construction/installation costs and in turn reduce Internet access costs in the Island;
development of Informational TV spots to explain various Internet technologies to promote broadband adoption and increase effective use of the Internet.

Avri Doria

Avri Doria is a research consultant. …She was a member of the UN Working Group on Enhanced Cooperation (WGEC) and of the UN Working Group on Internet Governance (WGIG). She spent 5 years as a member the Internet Governance Forum (IGF) Secretariat and is a member of the IGF Multistakeholder Advisory Group (IGF MAG).

As a technologist she has been involved in the development of Internet protocols and architectures for over 30 years, is a participant in the Internet Engineering Task Force (IETF), and a past chair of the Internet Research Task Force (IRTF) Routing Research Group. She is co-chair of a research group on Human Rights Protocol Considerations and a member of the Internet Research Task Force (IRTF) Sterring Group (IRSG). She has been active in ICANN policy, was a member of the Generic Names Supporting Organization (GNSO) Council where she served as its chair for 2+ years. She is an author of RFCs and articles and teaches on Internet governance subjects.
