13:00 – 13:50: Live Panel: Will Big Data and Artificial Intelligence Algorithms undermine the Open Internet?

In the recent years, the Internet has enabled computing at massive scale, worldwide networked systems, interconnecting people and machines, making recommendations and taking decisions, by relying on big data analysis and artificial intelligence algorithms.

This has had many benefits in many areas such as combating spam, personalisation of users’ online experience, fraud detection, medical applications, automated voice interaction, and cost reductions in service provision due to generalized productivity increase.

However, evolution of artificial intelligence can expose the Internet to emerging threats like the spreading of ‘fake news’ and misinformation; large-scale surveillance; privacy violations and rights erosion; intermediators reconstruction; potential job losses; and concentration of power in a small number of Internet-based corporations and organizations.

The rapid evolution of artificial intelligence may negatively impact people’s confidence in the Internet, it’s openness, and accelerate the digital divide between a limited number of winners and those left behind.

This session will explore questions such as:

  • How to adopt ethical standards and considerations in systems using artificial intelligence and big data? How to ensure their accountability?
  • How to ensure a responsible deployment of these systems in a way that humans and laws are in control and they are safe and preserve privacy?
  • How to preserve an open and multi stakeholder Internet governance to help shape socio-economic opportunities for all in this new context?
