Alp Toker is founder of Turkish digital rights group Turkey Blocks and international technology initiative NetBlocks.org. As European Parliament Sakharov Fellow for Freedom of Thought, his work on internet controls, digital transparency and tooling for the defense of human rights in vulnerable communities has been recognized with the 2017 Index on Censorship Freedom of Expression Digital Activism Award. Alp is heading up projects to track the free flow of information online during elections, advising on the standardization of safe and secure internet protocols at the Internet Engineering Task Force, and the development of COST, a new system to assess the economic impact of internet shutdowns in partnership with Internet Society and the KeepItOn coalition.
