About Plenipotentiary Conference 2022

The International Telecommunication Union (ITU) is the United Nations specialized agency for information and communication technologies. Held every four years, the ITU’s Plenipotentiary Conference is the highest policymaking body. It’s where government delegations, represented by Member States, set the direction of digital transformation for years to come. Plenipotentiary Conference 2022 (PP-22) took place 26 September to 14 October 2022 in Bucharest, Romania.

What’s at stake? Resolutions that affect the Internet and its future could be adopted at PP-22.

Since the last conference in 2018, our world has changed. The global pandemic underscored that the Internet is an essential resource to keep the world connected and thriving. The war in Ukraine has brought to light the actions by governments that could harm the global nature of the Internet. Even behind the headlines, ideas are gaining ground that could harm the Internet. New IP proposals to change Internet standards are becoming more prolific and governments are trying to control the governance of the Internet, threatening the multistakeholder governance model by which the Internet was founded.

These issues, and others, were on stage and at stake. A delegation from the Internet Society was at PP-22 to protect the Internet, its critical properties, and its future. The delegation payed special attention to proposals and policies that could lead to a splinternet, those that introduce new IPs, and those that could harm the Internet governance model.
