Bernard is the CEO of Equinox Advisory Ltd., the Managing Director of Equinox Academy Ltd. and the Board Chairman of the Institute for Research and Improvement in Social Sciences (IRISS).

He is an experienced consultant and adviser in the fields of economics, project management, ICT and Information Systems and has a polymathic background. He was awarded his first degree in Commerce with a specialisation in Public Policy and Economics, as well as an honours degree in Public and Private Sector Management from the University of Malta. He pursued post-graduate studies at the University of Edinburgh in Scotland where he read for a M.Sc. in Economics, and at the European University in Switzerland where he read for a M.Sc. in Information Systems. He has also been the recipient of diplomas in Computerised Bookkeeping (IAB), Project Management (CIC), and Advertising and Public Relations (CIC). Bernard is also a Certiport-certified MS Office Expert and a SQL Server Microsoft Certified Professional.

Bernard has worked on a number of local and international high-profile engagements and specialises in public utility infrastructures and networks, including energy, electronic communications, transport, water, waste and health. He has, among other things, been involved in projects relating to the connection of Malta with the European gas network, the development of a Microbiological Treatment Plant in Malta, an Energy from Waste plant in Malta, Intelligent Transport Systems rollouts in Greece and in Malta, and electronic communications regulation in a number of Commonwealth countries like Botswana and Swaziland. Bernard is also retained as external expert by DG INEA (European Commission) and as a telecoms trainer by DG CONNECT (European Commission).
