Remarks Provided During the IMSB-Led Virtual Stakeholder Consultation on WSIS+20 Rev 2

Ambassador Janina, Colleagues from the Informal Multistakeholder Sounding Board, On behalf of the Internet Society, I would like to start by thanking you for organizing this virtual stakeholder consultation. These opportunities to inform your deliberations are more crucial than ever, as we approach the final stages of the WSIS+20 review process.
Our analysis of revision 2 of the outcome document stands by the substance of our comments provided for revision 1. Our ask is to carry forward these essential conditions—which we’ll share with you in writing—as priority items for the final phase of the informal negotiations:
In paragraph 17, we still see an opportunity to enhance it by referencing relevant multistakeholder work regarding safeguards for digital public infrastructure. Concerning the section on the enabling environment for digital development, we see an opportunity to align the text—particularly from paragraph 49—with the WSIS+10 outcome document. The WSIS+20 review presents a unique opportunity to reinforce and build upon the commitments made ten years ago.
We’re pleased to see that the text referring to Internet governance privileges the multistakeholder approach, including references to the NETmundial+10 guidelines and the IGF’s mandate. We see a crucial opportunity to incorporate this vision into paragraph 103 by including the existing IGF funders and other stakeholders in the discussions regarding the Forum’s longterm financial sustainability.
Finally, we respectfully urge the co-facilitators to reinstate the references to enable UNGIS to receive multistakeholder advice in paragraph 119. The multistakeholder approach has proven to be one of the strongest tools for incorporating diverse expertise to tackle challenges and address opportunities within the digital ecosystem. We stand ready to contribute to such an effort.
