Born in 1945 in Italy, Stefano Trumpy graduated in engineering from the University of Pisa in 1969. After graduation, he joined the Italian National Research Council (CNR) where in 1971 he began his collaboration with CNUCE, a CNR institute located in Pisa and dedicated to research and development of advanced services, on information science and networking.


In 1975 he created a technicians group to develop a software system for ground flight control of geostationary satellites. The group worked in connection with the Space Activity Service of CNR that had a contract with NASA for the launch and geostationary orbit attainment of the first Italian telecommunication satellite, SIRIO. He spent two years at NASA Goddard Space Flight Center near Washington DC. The launch took place in August 1977, and he played the role of Flight Operations Manager.

Stefano was director of the CNUCE-CNR from 1983 through 1996, where he carried out managerial tasks on networking, supported by the networking group of CNUCE. After 1996 he continued to serve in the Institute’s successors with the role of research director until retirement in 2014.

He managed the process by which Italy became the fourth European country to realize a permanent link to the Arpanet, established between CNUCE and Pennsylvania on April 30, 1986, under an agreement involving Italian telecoms and DARPA. 


He was assigned by Jon Postel the role of IANA “admin contact” of the Italian ccTLD “.it” in 1987 and he managed the registry until 1999.

Stefano brought the CNUCE Institute to the Internet Society in 1992 as one of the founding Organizational members. He served as Coordinator of the ISOC Committee for Technologically Emerging Countries from 1992 to 1995, and Chair of the Advisory Council from 1997 to 1999. He has been President of the Italian Chapter of the Internet Society since its inception in the year 2000. Internet Society Italia has been instrumental in the activation and management of the Italian Internet Governance Forum since 2008.

He has been Technical Manager of the UNESCO project “Regional Informatics Network for Africa” (RINAF), the scope of which was to implement basic Internet services in 15 African countries from 1992 through 1996. He acted as President of TERENA (Trans European Research and Education Networking Association) from 1995 through 1999.

Stefano was a delegate for Italy in the Governmental Advisory Committee (GAC) of ICANN, from 1999 through 2014. He acted as the GAC vice chair for Europe in 2005-2006. He was liaison for the GAC in the Security and Stability Advisory Committee from 2003 through 2009 and was a member of the SSAC until the end of 2014.

He acted as an Italian representative in the High Level Internet Governance Group of the European Commission from its inception in 2004 through 2014.

He acted as Italian digital Sherpa for Internet issues in the 2011 G8 Summit held in Deauville, France. In 2014 he became a member of the Commission of the Chamber of Deputies on Internet Rights that issued a Declaration on Internet Rights, approved by the Parliament in November 2016.

Stefano is also author of about a hundred publications and technical reports, and has been guest editor of the IEEE Proceedings Special Issue on “Evolution of Internet Technologies” published in September 2004.
