Biografía

Elaine Ford promotes digital democracy in Peru and Latin America.

She holds a Master’s degree in International Studies from the University of Chile, graduated with Highest Distinction. She completed postgraduate studies in International Law and Human Rights at the University of Nottingham, England, and earned a degree in Journalism from the Peruvian University of Applied Sciences (UPC).

She was a Visiting Policy Fellow in 2024 at the Oxford Internet Institute, University of Oxford (England), and completed a specialization in Innovation in Government at the Harvard Kennedy School (United States, 2016).

Since 2013 she is the founder and director of Democracia Digital, based in Lima, Peru, a nonprofit organization whose mission is to promote the responsible use of the Internet, as well as digital and emerging technologies in Peru and Latin America. She served as President of the Internet Society (ISOC) Peru for two consecutive terms (2016–2021). She has also been a member of the Steering Committee of the ISOC Chapters Advisory Council in 2019, 2020, 2023, and 2024.

She is a member of the Women Leaders of the Americas Committee and the Advisory Board of Women in Tech Peru. She is also a member of the Technology and Democracy Commission, as well as the International Coalition for Democratic Renewal of Forum 2000 (Czech Republic).

She was invited by the German government to participate in the Digitalization Program in Berlin and Hanover (2018). She has been awarded Chevening scholarships by the British Council and Fulbright scholarships. She is also a fellow of the International Visitor Program and the Youth Leaders Program of the United States Department of State.

She has received the Decoration of the Ambassador of the UAE in Peru (2022), the “Order of Values Peru Bicentennial” Decoration (Peru, 2021), the “International Leader and Entrepreneur Woman Award” (ODM Peru, 2019), the “2018 Ibero-American Woman Leader Award” (Peru, 2018), and the “Young Leader Award” from the International Young Leaders Foundation (Argentina, 2010).

She regularly delivers lectures worldwide on topics related to her field of expertise, is a TEDx speaker, and publishes opinion pieces and co-authored articles for various publications in Peru and abroad.

She is the author and editor of the books:
