Biographie

David is a Government Affairs professional with 20+ years of experience, 12 of which focusing on telecom and digital regulations, trade policy and Corporate Social Responsibility.

Prior to joining the Internet Society, David was Senior Manager Public Policy and Trade at Spanish telecom operator Telefonica, based in Brussels. He has been Chair of the Trade Working Group at ETNO, the European Telecommunication Network Operator’s association, and member of the European Commission’s Expert Group on Trade Policy.

Prior to moving to Brussels, he worked at Telefonica Internacional, as Technology and Operations Manager for the Latin American region, where he launched “Telefónica’s Latin-American Technical School”, the training and skill measurement method for field technicians in Argentina, Brazil, Chile, Colombia, and Peru. More than 18.000 technicians had their skills improved on a project that was awarded by Spain ́s Innovation Agency CDTI and the FTTH Council.

David is skilled at implementing advocacy campaigns, building coalitions, coordinating cross-border teams, and translating complex technology issues into easily understandable language. He is a Telecommunications Engineer from the University of Alcalá (Madrid) and holds a Master in Business Administration from the EOI Business School (Madrid).

David enjoys sharing time with his family – wife and two kids – he is a passionate of Modern Art drawings, likes to relax by the seaside, and likes to practice ski and fencing.
