Luis Martinez is an accomplished electronics and communications engineer with proven experience in education, research and development, at acoustics, telecommunications and radio industries. Currently, he is a professor at Universidad Iberoamericana in Mexico, member of the board of the Internet Society Chapter Mexico and member of the Advisory Committee of the Mexican Institute of Telecommunications.

As an engineering-systems passionate he has produced significant and transcendent work in a number of areas where such a design philosophy has been applied. His proven expertise is in test & measurement, instrumentation, acoustic design, embedded systems, RF engineering, community networks and facility design. Dr. Martinez experience arises from his positions in R&D, teaching, project leadership and social entrepreneurship. He is a regular author of publications in specialized magazines, newspapers and books. As a member of the advisory committee of the telecommunications regulator in Mexico he has produced a significant number of recommendations to the board of the National Institute of Telecommunications, resulting in improvements to Mexican law and standards.

Dr. Martinez graduated with a Ph.D. in engineering from Brunel University in London, class of 2002. In 1995, he obtained his master's in science with honours and holds a B.Sc. EE (honours) from Universidad Iberoamericana in Mexico City. Luis has over 35 years of professional experience in engineering, teaching, research and consultancy. Luis is a professor at the Universidad Iberoamericana in Mexico, teaching at the departments of engineering and of communications. He was the Chair of the Chapter México of the Internet Society from 2017 to 2019.

As a recognized professional he is a member of the Mexican Academy of Information Science, the Advisory Committee of the National Institute of Telecommunications, the Mexican Electronics Standards Committee, the Internet Society, the Institute of Electrical and Electronics Engineers, the Institution of Electrical Engineers and the Mexican Association of Radio Engineers. As a social entrepreneur he has worked in reducing the digital divide in rural areas in Mexico, where he has collaborated in the design and implementation of community radio stations and community networks. In addition, he has contributed to the successful implementation of projects with high social impact for indigenous and deprived communities, cancer survivor communities, feminist groups, VIH/AIDS communities and STEAM groups.

Dr. Martinez is currently on sabbatical leave after being a visiting professor at the Tijuana campus of Universidad Iberoamericana, where he coordinated the Learning Spaces project and headed the IberoTJ Radio implementation. He is working on coaching teachers in South America for distance learning and developing rural communities networks in Baja California.
