Community Network (CN) Development Assistance Programme - Africa

The Internet Society, Africa Regional Bureau, is seeking to support existing Community Networks in Africa with their 2018 development activities.

Community Networks are usually built and operated by citizens, in their village, city or town, to meet their communication needs. The Community Network model is a complementary solution to connect the unconnected in underserved areas.

Objective

This development assistance aims to provide support to qualifying Community Networks in Africa to implement their development plans in the following areas;

  • Technical Infrastructure Development
  • Sustainability Development
  • Capacity Building
  • Community Engagement and Outreach
Commitments

The commitment period for this one-time development assistance is limited to the year 2018. The assistance will provide development support in the areas mentioned under the program objectives and limited to an amount not exceeding the equivalent of USD $2,500 per qualifying Community Network.

Eligibility Criteria

Only legally registered community owned and operated, not-for-profit, Community Networks with at least 18 months of operation in underserved areas of Africa are eligible for this development assistance.

Community Networks that are recipients of other Internet Society grants in the last 12 months, including Chapter grants, are ineligible to apply.

Selection Committee

The selection committee consists of 5 members drawn from Internet Society staff and community networks experts from Africa, Asia, Europe and Latin America.

Selection Criteria
  • Community Network (CN) operating in Africa for at least 18 months;
  • Progressive plans in any or all of the above areas of development;
  • Clear and specific asks for budgetary support requirements for 2018; and
  • An implementation plan and potential impact articulated
Application Format

The application should NOT exceed 7 pages in PDF format and should contain the following sections:

  • Executive Summary highlighting;
    • Name, legal registration, ownership, location, and operational structure of the CN
    • Goals and objectives of the CN
    • Strategic purpose for the development assistance
    • Amount requested
    • Implementation timeline for the project 
  • CN Project Proposal detailing;
    • CN background
      • Include ownership model
      • Grants, donations or development assistance received and managed in the past
      • Past and present strategic partnership(s)
  • CN strategic plans
    • Include relevant plans such as technical, sustainability (business plan), capacity building, management, and community engagement plans
    • Include deployment phases and budgets
  • Purpose of the development assistance being requested
    • Short term priorities and potential impact
    • Measures to evaluate progress and achievements (e.g KPI and metrics)
  • Project implementation plan
    • Project scope
    • Project deliverables
    • Project teams
    • Project budget
    • Project timeline
