13:00 – 13:50: Live Panel: Future of Internet in Turkey

As the Internet evolves and becomes part of our everyday lives, there are strong trends driving governments to regulate and legislate, particularly from economic and security perspectives and many users expect to see greater government involvement in the future, which might also impose significant costs and negative effects on the economy. As in many other countries worldwide, the netizens of Turkey have concerns for the protection of personal freedoms and rights and the full potential of the Internet as an enabler for growth and innovation is achieved.

The live panel discussion will focus on the future of Internet in Turkey and try to find ways to achieve a shift of narrative to turn challenges into opportunities and to benefit from the Internet fully, as a developing country having so much to offer with its diverse and young population.

The panel is going to address multiple questions, including the following:

  • How can policy makers engage in and respond to fast moving technological advances and keep up to date? Will differences in connection technology, quality, and level of Internet openness lead to fundamentally different Internet experiences and levels of opportunity for users in the future?
  • What are the main regulatory challenges upon personal rights and freedoms, the market, the industry and the digital economy and how to overcome these challenges?
  • What are the economic costs of Intrusive regulations, restrictions and Internet shutdowns and how can these costs be measured?
  • What impact does and will government reactions to the changing dynamics of the market and economy have on the industry in the future?
  • What is the government strategy to bridge the digital divide in Turkey in the following years?
  • Will the risks of the Internet to freedom and rights outweigh the benefits to society and the individual? Does the future hold a light-touch approach to Internet policy and regulation or a more intrusive, cyber-sovereignty approach both from national and regional perspectives?
  • Will the future Internet be dominated by closed platforms and proprietary ecosystems or spurred on by open services, open standards, and multi-platform ecosystems? Is the most widely-used on-line services and platforms retain or deepen their market position or face competition and possible replacement by new players in the future. How is the national market shaping up in Turkey?

Panelist Biographies
Füsun Sarp Nebil, Founder & CEO, turk-internet.com

Born in Istanbul in 1957, Füsun Nebil holds BS degree in Chemical Engineering and MSc degree in Nuclear Engineering from Istanbul Technical University. She has been a renowned expert and entrepreneur in the Turkish ICT sector with over 30 years of experience.

Nebil was the co-founder of Alnet, the first ISP company of Turkey, followed by various media streaming and online publishing businesses and several sites, including the first portal for women in the country. In 2000, she founded turk.internet.com, the leading ICT portal in Turkey, where she still works as the CEO.

Füsun Nebil is active in civil society and has been nationally and internationally recognized through several awards and has been included in the list of ”Excellent Woman Entrepreneurs” by the United Nations European Commission of Economy (UNECE).

Alp Toker, Founder & CEO, turkeyblocks.org

Alp Toker is founder of internet shutdown watchdog Turkey Blocks and chief technologist at TVHI Media Lab, the R&D group behind NewsKit, a suite of secure publishing, verification and investigative tools for journalists.

Alp is currently heading up development of a technology platform that can detect and classify mass-scale social media censorship and internet restrictions in real-time to identify emerging threats to media freedom and freedom of expression online.

Alp studied Artificial Intelligence at the University of Edinburgh and coordinates research on immersive storytelling, Virtual Reality and algorithmic journalism as part of his work at the lab. He has run workshops with Reporters Without Borders, Freedom House and Columbia School of Journalism, writing and reporting for international news outlets on the intersection of conflict and cyber-security and working to enable the free and independent exchange of information online.

Sezen Yesil, Informatics Specialist, Information and Communication Technologies Authority of Turkey

Sezen Yesil has been working as a Regulatory Expert since 2003 in ICTA (Information and Communication Technologies Authority), which functions as the national regulatory body in Turkey. Before joining ICTA, Sezen worked in Aselsan as production planning engineer for 3 years. During her career in ICTA, Sezen took part in the preparation of secondary legislations regarding “.tr” domain names, e-signature, registered e-mail and personal data protection in electronic communications sector. She also coordinated the process of preparation of a road map for public sector’s transition to IPv6 in Turkey. Besides, she contributed drafting of the “National Broadband Strategy Proposal” and “Effect of OTT Services in Electronic Communications Report” prepared by ICTA’s relevant working groups. Sezen follows particularly internet governance issues since the beginning of WSIS process. She participated in the first IGF in 2006 in Athens, in 2014 in Istanbul and also in 2011 in Nairobi she joined a workshop “Understanding IPv6 Deployment and Transition” as remote speaker. In 2010 she participated in MENOG organized by RIPE in Istanbul as the speaker to give a speech on “IPv6 Transition Works in Turkey and Experiences of ICTA”. She wrote few articles on e-signature and internet governance issues which were accepted to national conferences, and some of them were published in a national refereed journal. She graduated from the Industrial Engineering Dept. (Double Major Prg.) and Environmental Engineering Dept. of Middle East Technical University (METU) in 2000. She earned an LLM degree in “Internet Law” from the School of Law, University of Essex in 2013. She is a fellow of ISOC-IETF99 Public Policy Program (July 2017) and a graduate of Internet Governance School organized by ICANN in August 2017 (MEAC-SIG-2017) in Ankara. Sezen represents Turkey in the second UN-CSTD’s group on Enhanced Cooperation (WGEC) since May 2016 and in ICANN’s GAC (Governmental Advisory Group) since July 2017.
