Pourtant, certains gouvernements cherchent \u00e0 interdire, limiter ou contr\u00f4ler leur utilisation. Certains gouvernements ciblent ces outils de s\u00e9curit\u00e9 essentiels, car ils permettent aussi d\u2019acc\u00e9der \u00e0 l\u2019information \u00e9chappant aux contr\u00f4les nationaux, de pr\u00e9server l\u2019anonymat et de contourner le g\u00e9oblocage, la v\u00e9rification de l\u2019\u00e2ge et les syst\u00e8mes de conformit\u00e9 des plateformes.<\/p>\n\n\n\n<p class=\"has-18-font-size wp-block-paragraph\">Les VPN sont confront\u00e9s \u00e0 des interdictions pures et simples dans certains pays, tandis que leur r\u00e9glementation fait l\u2019objet d\u2019un d\u00e9bat politique de plus en plus exacerb\u00e9 dans d\u2019autres. Les d\u00e9cideurs font certes face \u00e0 de v\u00e9ritables d\u00e9fis, tels que la protection des mineurs en ligne, l\u2019application des r\u00e8gles num\u00e9riques et la limitation de l\u2019exposition aux contenus nocifs. N\u00e9anmoins, les restrictions impos\u00e9es aux VPN affaiblissent la protection des internautes, cr\u00e9ent de nouveaux risques et s&rsquo;av\u00e8rent souvent inefficaces.<\/p>\n\n\n\n<p class=\"has-18-font-size wp-block-paragraph\">\u00c0 l\u2019heure o\u00f9 les d\u00e9cideurs cherchent \u00e0 r\u00e9pondre \u00e0 ces questions strat\u00e9giques, <a href=\"https:\/\/isoc.box.com\/s\/sdz54kt1cwtvvooiink11h1d2qyzcamo\">ce document d\u2019orientation pr\u00e9liminaire<\/a> pr\u00e9sente un ensemble de principes et de recommandations pour aborder cet
