Ilona Levine joined the Internet Society in August 2020 as General Counsel.

She has more than 15 years of experience working in technology, telecommunication and cloud companies. In addition to specializing in regulatory, privacy and cybersecurity issues, she is skilled at setting legal strategy, overseeing and facilitating key deals and relationships, and leading her business through high-stakes litigation and crises.

Throughout her legal career in global companies, she dealt with issues on the leading edge of technology, mobile, telecom and internet and helped business understand and address compliance, information security and data protection as they launched innovative products and services. In providing her advice to companies in highly regulated and scrutinized industries, she leveraged her knowledge of regulations, such as the FTC Act, GLBA, FCRA, CPNI, GDPR and her experience dealing with the FCC, FTC, DOJ and state regulators.

Prior to joining the Internet Society, she was General Counsel, Legal Affairs and Corporate Communications, at China Telecom Americas, a U.S subsidiary of one of the largest global telecommunications carriers, where she advised the company’s senior executive team on a wide variety of legal issues and risk mitigation strategies.

While at OVHCloud, a US subsidiary of one of the largest cloud providers, she led the GDPR preparedness program and developed the GDPR compliance roadmap, advised on domestic and global privacy issues, including Privacy Shield, ePrivacy Directive, Section 5 of the FTC Act relating to privacy, anti-spam laws, and cookies regulation. She was also the company’s first Data Protection Officer.

As a counsel at Sprint, a telecommunications carrier, she collaborated with its Information Security team on cybersecurity strategy and assisted with the development, implementation, and maintenance of information security, including access management, vulnerability assessments, penetration testing and security-related infrastructure.

Mrs. Levine started her career in private practice at Kelley, Drye and Warren, where she represented clients in complex commercial litigation and government investigations in federal and state courts in multiple jurisdictions as well as arbitrations. She also served as a law clerk to the Honorable Burrell I. Humphreys, J.A.D.

She is a frequent speaker at conferences around the country on issues of privacy, cybersecurity, AI, Big Data and technology-related legal developments.

Mrs. Levine immigrated to the United States in 1996 from Moldova, where she attended law school. Upon arriving in the United States, she continued with her goal of becoming an attorney. She graduated with a B.A. from CUNY Queens College and a J.D. from Rutgers University- Newark. She is an active member of the Association of Corporate Counsel, serving as a co-chair of the ACC North Capital Region Privacy and Data Protection Forum.

She is fluent in English and Russian.
